ROAD Act State Parity Tracker: Titling Law Is Being Rewritten, State by State

The 21st Century ROAD to Housing Act became law on July 11, 2026. Its Section 301 removed the permanent-chassis requirement from the federal definition of a manufactured home. Now every state must certify parity — that its own laws treat chassis-free homes the same for financing, title, insurance, sale, tax, and installation — by July 11, 2027 (July 11, 2028 for states whose legislatures meet every two years). More than 30 states still carry permanent-chassis language somewhere in their titling statutes (Pew / Stateline, October 20, 2026), with references scattered through exactly the title processes this site documents. As each state acts, its row below changes — with the source and the date.

Why a titling tracker belongs on a title site

Parity amendments will land inside duplicate, transfer, and conversion rules — quietly, state by state, through 2027. A title page verified in October 2026 can be wrong by the spring in a state that moves early. This tracker is the watch list our quarterly re-verification sweeps against, published so readers can watch the same list.
