Pennsylvania title problems, computed
In Pennsylvania, a manufactured home's paper is a Certificate of Title, and the office that holds it is the Pennsylvania Department of Transportation (PennDOT), Bureau of Motor Vehicles. This page is the whole process in one place: the duplicate path, the transfer, the bonded branch where the state offers one, the never-transferred and deceased-owner routes, and conversion to real property — with the form, the verified fee, and who must sign, from the state's own sources.

Manufactured homes are titled as vehicles by PennDOT; most counter work is done by authorized PennDOT agents / messenger services.

Every fee on this page is printed only where the dataset verified it; where a fee was not verified, the page sends you to the agency page for the current figure instead of guessing.
1) Complete Form MV-38O, Application for Duplicate Certificate of Title by Owner (lienholders use Form MV-38L). The application does not need to be notarized — you self-certify under penalty of perjury. 2) Mail it to PennDOT with the fee (check/money order to the Commonwealth of Pennsylvania; no cash), or file through an authorized agent for faster electronic filing. 3) Allow the 10-day wait after a title is processed or an electronic lien is released before PennDOT can issue the duplicate. Once issued, the old title is void. No fee if the title was lost in the mail and you apply within 90 days of its issue date.
Form: MV-38O — Application for Duplicate Certificate of Title by Owner (MV-38L for lienholders)
Fee: The current fee is listed on the Pennsylvania Department of Transportation (PennDOT), Bureau of Motor Vehicles page — check it there before you go: https://www.pa.gov/agencies/dmv/faqs/motor-vehicle-faqs/titling-and-registration-faqs.html
Who may apply: Owner of record (MV-38O); lienholder (MV-38L)
Bring the Pennsylvania Certificate of Title, PA driver's license / photo ID, current insurance ID card if registration will be issued, and Form MV-4ST, Vehicle Sales and Use Tax Return / Application for Registration (available only from authorized PennDOT agents), to an authorized agent. Seller signs the title assignment; the agent files the transfer with PennDOT. Title back from PennDOT typically takes weeks by mail.
Form: MV-4ST (agent-only) + title assignment
Fee: The current fee is listed on the Pennsylvania Department of Transportation (PennDOT), Bureau of Motor Vehicles page — check it there before you go: https://www.pa.gov/agencies/dmv/faqs/motor-vehicle-faqs/titling-and-registration-faqs.html
Who must sign: Seller must sign the title assignment; buyer signs MV-4ST
No bonded-title program was verified for Pennsylvania in our October 2026 dataset. The usual routes are the owner of record applying for a duplicate and signing over, or a court order establishing ownership.
PennDOT requires a previously issued title to transfer. If the seller never filed, the titled owner of record must first obtain a duplicate (MV-38O) and sign it over at an authorized agent. A bill of sale without the title assignment will not transfer a Pennsylvania manufactured home.
Estate transfers go through an authorized agent with the certified death certificate and estate authority (short certificate / Letters) for the personal representative, who signs for the estate; a duplicate (MV-38O) is obtained first if the decedent's title is missing.
The per-section title rule for Pennsylvania was not verified in our dataset — match every section's serial number to the title record with the agency before you buy or sell a multi-section home.
Eligibility: Home permanently affixed to land owned by the homeowner and retired from the PennDOT title system so it is assessed/transferred as real property (county assessment / title retirement route).
Start with the county assessment office and a PennDOT agent; do not surrender a title until the county confirms the retirement steps.
Form: Confirm the current form with the titling agency before you file — the form for this step was not verified in our October 2026 dataset.
Why people do this: converting from personal-property titling to real-property titling saves a typical borrower about $49,000 over a $100,000 loan (Pew, February 2026). The full routing picture — which loan doors conversion opens — is on the financing-by-title-status page and in the conversion explainer.
